When land is critical to your project

Complex land requirements demand more than finding land.

For large-scale energy, infrastructure and other development projects, securing suitable land can be one of the most challenging stages of project preparation.

The challenge is often not simply identifying land. It is coordinating multiple landowners, heirs and stakeholders; addressing documentation and ownership concerns; establishing contiguity; and advancing fragmented landholdings toward a more workable solution. Our role is to help reduce the complexity, time and uncertainty associated with land assembly.

The real land challenge

Projects rarely stall for lack of land. They stall because land cannot be assembled in time.

Agrarian-reform parcels may average only 1.5 to 2 hectares, so a large project can involve hundreds of parcels and families. Select a challenge to see how ELSAL helps.

Primary focus

Our primary focus: large-scale solar energy

Land is a critical foundation for solar development.

Large-scale solar needs substantial areas of relatively flat land that is contiguous, accessible and properly documented. Where landholdings are fragmented, assembling the required area becomes a significant execution challenge. That is where ELSAL focuses.

About ELSAL

A Philippine land services company built for complex requirements.

ELSAL helps turn fragmented and difficult land situations into more credible project land positions at scale.

Who we are

Between project requirements and realities on the ground.

ELSAL Ventures is a land services and solutions provider specializing in the strategic identification, aggregation and coordination of large-scale land requirements for investors and project developers.

We help bridge the gap between a client's land requirements and the often-fragmented realities of land ownership and availability on the ground.

In many locations, land suitable for large projects may be divided among numerous owners, families and heirs. Documentation, access, contiguity and other land-related considerations can complicate the process further. Coordinating these elements individually can place significant demands on a project's time, resources and local execution capabilities.

ELSAL works to bring these elements together through coordinated landowner engagement, local relationships, documentation support and land-related services appropriate to the requirement.

ELSAL is not the owner or seller of the land. Our role is to provide the services and coordination needed to help develop a workable land solution for the client.

Our guiding principle

“We do not just aggregate land. We solve land problems and provide land solutions, the ELSAL way.”

Our vision

To be the most trusted land solutions and strategic land development company, transforming land, opportunity and people into lasting value, and enabling investments that contribute to national development.

Our mission

To solve complex land requirements by finding, aggregating, securing and delivering workable land solutions for major projects, while creating meaningful and lasting value for landowners, clients and the communities we serve.

Local and international clients

An on-the-ground land interface for local and international clients.

Investors and developers entering the Philippines may otherwise have to coordinate with numerous landowners, heirs and local stakeholders. ELSAL provides that interface on the ground.

How we support you

One coordinated point of contact, on the ground.

  • Direct engagement with landowners, heirs, communities and local government
  • Coordination with your own legal, technical and financial advisers
  • Clear, English-language reporting against agreed milestones
  • Local knowledge of provinces, corridors and land-use rules

Common questions

What local and international clients ask us.

Can a foreign company own land in the Philippines?

No. The ownership rules above apply. Foreign investors commonly use long-term leases, joint ventures or an operating-company structure, developed with counsel within constitutional ownership limits and the Anti-Dummy Law.

Does ELSAL replace our own lawyers?

No. We coordinate the land work on the ground and work alongside your legal, technical and financial advisers, who can review the land position independently.

How is progress reported?

We agree milestones at the start of an engagement and report progress against them in clear, English-language updates.

Is our inquiry confidential?

Yes. Inquiries are handled in confidence, and formal mandates proceed under appropriate confidentiality.

What ELSAL does

From fragmented landholdings to coordinated land solutions.

Our services are directed toward the practical challenges that arise when a project requires substantial land, particularly where multiple ownership interests must be coordinated.

Aggregation in motion

Many small holdings, stitched into one contiguous parcel.

Our land solutions approach

Four disciplines that make land work at scale.

01

Scale and contiguity strategy

Evaluating parcels in relation to one another: geographic fit, gaps, access and configuration.

02

Multi-generational coordination

Identifying families, heirs and successor interests, and organizing the relationships required.

03

Documentation-led review

Surfacing inconsistencies, missing information and matters needing professional or government attention.

04

Field-based and milestone coordination

Assessing access, boundaries and configuration, and organizing activities around project decision points.

Our land services

Seven land services, tailored to each requirement.

Our approach

Begin with the project. Work backward to the land solution.

ELSAL's approach starts with understanding what the client needs to accomplish, not with presenting a catalog of properties.

The ELSAL approach

Five steps. One coordinated path.

  1. 01

    Understand the requirement

We establish the intended project, target location, required land area, contiguity needs, timeline and current project stage.

  2. 02

    Assess the land challenge

We consider the relevant land requirements, ownership circumstances, stakeholder considerations and potential obstacles that may affect feasibility.

  3. 03

    Define a practical scope

Where the requirement appears suitable, we discuss the potential scope of land services, the coordination required and the appropriate next steps.

  4. 04

    Coordinate the land assembly

Subject to agreed terms and feasibility, we work with relevant landowners and stakeholders to advance the land requirement and address outstanding land-related matters.

  5. 05

    Progress toward a workable solution

We help coordinate the necessary steps toward the agreed land arrangement, with appropriate documentation, due diligence and professional or regulatory processes.

The sequence and scope may vary depending on the project. Progress is subject to landowner participation, documentation, legal requirements, approvals and other relevant conditions.

What our work provides

The information your advisers will ask for.

Every engagement builds a clear record of the land position that your lawyers, lenders and technical teams can review independently.

  • Ownership and succession mapping
  • Documentation status and gap analysis
  • Survey and boundary coordination
  • Land-use and conversion review with advisers
  • Power, water and access screening
  • Contiguity plan and consolidated site map

Why ELSAL

Why complex land requirements are different.

A project may have strong financing, technology and management, yet still be delayed because the land cannot be aggregated, made contiguous, documented and controlled within its timetable.

The challenge, and how we address it

Eight reasons large land requirements stall, and what ELSAL does about each.

Where land is fragmented among numerous small holdings, landowners and heirs, acquiring additional parcels does not necessarily solve the requirement. The greater challenge is organizing the parcels into a sufficiently coherent area that can support the intended project.

The challengeHow ELSAL addresses it

Fragmented ownership

As parcels increase, so do landowners, documentation, succession issues and coordination dependencies.

An aggregation strategy and direct engagement with each owner, built on long-standing local relationships.

Multiple heirs

Original beneficiaries may now be deceased, with ownership distributed among children, grandchildren, great-grandchildren and other heirs, some outside the Philippines.

Succession mapping and heir-by-heir coordination, with legal advisers where settlement is needed.

Agrarian-reform situations

Agrarian-reform land may consist of numerous small holdings, averaging approximately 1.5 to 2 hectares, that must be coordinated to support a larger requirement.

Our team's decades of experience working within agrarian-reform rules, including DAR transfer restrictions and conversion approvals under RA 6657, coordinated with the relevant agencies and counsel.

Contiguous-land requirements

Projects need one connected, buildable area, not scattered lots with gaps and holdouts.

Contiguity planned from day one, so the assembled area matches the project layout.

Documentation issues

Untitled or incompletely documented land can create uncertainty over ownership, boundaries, transaction readiness, access and timing.

ELSAL helps organize appropriate situations and coordinate the required professional and administrative processes, subject to applicable laws and government requirements.

Geographically dispersed owners

Owners and heirs may live in other provinces or work overseas.

Field divisions mobilized across provinces, with structured outreach to owners and heirs wherever they are.

Large-scale requirements

The larger the site, the more owners, documents and dependencies multiply.

Ten field divisions of land specialists, organized to run many owner relationships in parallel.

Time and coordination burden

Managing hundreds of relationships consumes management time and delays decisions.

One coordinated land interface, with progress tracked and reported through agreed milestones.

Investment relevance

Land uncertainty affects far more than the land itself.

ELSAL's role is to make land-related dependencies more visible and manageable at an earlier stage: a more disciplined basis for determining whether a project should proceed, be modified, be phased or be reconsidered.

  • Development timing
  • Capital deployment
  • Construction sequencing
  • Financing conditions
  • Regulatory planning
  • Stakeholder risk
  • Exit timing
  • Overall project bankability

Why now

Solar, transmission and data centers all need well-organized land.

Four forces, one moment

Not sequential. Simultaneous.

01

The AI supercycle

Data centers, semiconductors and advanced manufacturing are expected to grow in Luzon as part of the US-led Pax Silica initiative, bringing significant new demand for power.

02

A power sector opened up

New Energy Regulatory Commission rules now allow generation companies and other private developers to build transmission lines and substations rather than wait on the National Grid Corporation of the Philippines (NGCP), freeing renewable power to reach the grid.

03

A wall of global capital

Infrastructure funds, sovereign funds and strategic investors are seeking campus-grade, power-adjacent land, and often find little that is ready.

04

A stronger economy

In July 2026 the World Bank reclassified the Philippines as an upper-middle-income economy, a milestone that global investors watch closely.

Why land assembly matters

Reduce complexity. Improve coordination. Advance with greater clarity.

Large land requirements can involve many separate ownership interests and numerous local considerations. Managing each independently can consume valuable time and resources. ELSAL seeks to help clients address this complexity through a coordinated land services approach.

01

One coordinated point of engagement

A more organized way to address multiple landowners, heirs and other relevant stakeholders.

02

A focus on contiguity and scale

Land assembly directed toward the project's actual area and configuration requirements, rather than disconnected parcels alone.

03

Local relationships and coordination

Engagement with relevant local stakeholders to help advance land-related discussions and practical next steps.

04

Earlier visibility into land challenges

Identifying potential ownership, documentation, contiguity and process issues for further assessment at an early stage.

05

A more structured path forward

Helping define the work required, the relevant parties, outstanding issues and next steps for progressing the land requirement.

ELSAL's objective is to help reduce avoidable complexity and improve the coordination of land-related execution. Actual timelines, outcomes and land availability depend on the circumstances of each project.

Our commitment

Greater land certainty through better coordination.

No land requirement is without challenges. Ownership circumstances, documentation, land availability, stakeholder participation and regulatory processes can affect the outcome.

ELSAL does not promise that every land requirement can be fulfilled or that every project risk can be eliminated. Our commitment is to approach each qualified requirement with a clear understanding of the client's objectives and a practical focus on coordination, feasibility and execution.

We seek to help clients understand the land challenge, identify the work required and advance toward a more workable solution with greater clarity.

Land certainty is not a promise of an outcome. It is the objective of a disciplined, coordinated process.

Why it matters for land: anchor projects of this scale draw suppliers, power generation, transmission and housing to surrounding provinces. ELSAL helps clients assess and coordinate land requirements in the areas this demand reaches.

Discuss a corridor requirement

Bataan and the Freeport

A port-led corridor on Manila Bay.

The Freeport Area of Bataan (FAB) in Mariveles is one of the country's established industrial and logistics zones. Combined with improving road links and the Bataan–Cavite Interlink Bridge now under construction, Bataan is becoming increasingly relevant for industrial, logistics and infrastructure projects.

We approach Bataan as part of the wider corridor: helping clients assess and organize land requirements in and around the Freeport, rather than offering it as a standalone listing.

  • IndustrialManufacturing and processing sites within and near the Freeport
  • LogisticsPort-adjacent land for warehousing and distribution
  • InfrastructureLand linked to road, bridge, port and power projects
  • EnergySites for generation and transmission serving the corridor

Freeport Area of Bataan · Investor incentives

Why investors look at the Freeport Area of Bataan.

Enterprises registered with the Authority of the Freeport Area of Bataan (AFAB) can access a distinct package of fiscal, residency and operational incentives under RA 9728, as amended by RA 11453, and the CREATE MORE Act.

Tax and fiscal

A simpler tax position

  • 5% tax on gross income earned (GIE) in lieu of all local and national taxes.
  • Where the 5% goes: 1% National Government, 1% Province of Bataan, 1% host municipality, 2% AFAB.
  • Income tax holiday of up to 7 years for qualifying enterprises, then the 5% GIE regime or enhanced deductions, depending on tier and activity.
  • Duty-free importation of capital equipment, raw materials, spare parts and accessories; VAT zero-rating on local purchases for export enterprises.

Visa and residency

Investor's visa

  • Foreign nationals investing at least US$75,000 in a FAB-registered enterprise may qualify for a special investor's visa.
  • Covers the investor and qualifying immediate family members, allowing residence within the Freeport.

Operations and trade

Built for moving goods

  • Separate customs territory: free flow of goods, capital and raw materials into, within and out of the zone.
  • One-stop shop: AFAB processes building, fire safety, environmental and business permits in one place.
  • Duty- and tax-free admission of motor vehicles for registered enterprises.

Where ELSAL fits: incentives attach to registered enterprises, but projects still need land in and around the Freeport. ELSAL helps assess and coordinate that land requirement alongside your AFAB registration.

Discuss a Bataan requirement

Summary for general information only, as of October 2026. Incentives depend on AFAB registration, project tier and activity, and current law, including RA 9728, RA 11453 and RA 12066 (CREATE MORE). Confirm eligibility with AFAB and qualified tax counsel.
